Three site conditions decide feasibility: oaks, slope and fire. The ordinance keeps an ADU off any natural slope steeper than 25 percent. Ventura County Fire's 2025 hazard maps took effect 1 July 2025, and a Conejo Valley residents' group estimates that roughly half of the city's parcels sit in High or Very High zones. Where the map applies, the Building Division's checklist sends the unit to Chapter 5 of the 2025 California Wildland-Urban Interface Code, the standards that correspond to Chapter 7A: ember-resistant vents, ignition-resistant walls, tempered glazing. Clay-heavy valley soil swells and shrinks with the seasons, and the same checklist asks for a geotechnical report stamped by a licensed engineer.

ADU Permits, Pre-Approved Plans and the Thousand Oaks Desk

The Thousand Oaks Community Development Department issues the permit: Planning for zoning under Title 9, Article 45, Building for plan check and inspections. Every application goes through the TO/24 portal with an owner-signed form, one PDF plan set, the title report and the ADU Development Tracking Form; the filing fee is due within 7 days or the application is voided. The Building Division's completeness checklist adds stamped structural calcs, 2025 CALGreen sheets, the geotechnical report and a Ventura County Fire 610B form, and asks which of four purveyors serves the lot: Thousand Oaks Public Works, California American Water, California Water Service or Camrosa Water District. A detached unit is capped at 1,000 sq ft and 16 ft in height, 18 ft within half a mile of a major transit stop; attached and converted units go to 850 sq ft or half the house's floor area, whichever is greater. Setbacks run 4 ft at the sides and rear, a detached unit stands 6 ft wall-to-wall from any other structure, and a window within 10 ft of a neighboring lot gets privacy glass. Review is ministerial: no hearing, objective standards only. As of 2026 the city has 15 business days to call an application complete and 60 more days to approve or deny it. Miss the first and it is deemed complete; miss the second, deemed approved.
