Your ADU Contractor in Agoura Hills
Design, Permits & Build · Licensed & Insured · Lic. #1027281
A detached cottage on an Old Agoura acre or a garage conversion in a Morrison Ranch tract is the ADU an Agoura Hills lot tends to produce, and the fire map sets the spec. The Acorn reported that 90% of the city sits inside fire severity zones under the March 2025 CAL FIRE map, so on most lots a new accessory dwelling unit is built to the 2025 WUI code (formerly Chapter 7A), with Los Angeles County Fire signing at submittal and again before the city's final. The city runs its own permit desk. Master Construction is family owned since 1994, licensed and insured under Lic. #1027281, and works as ADU builders in Agoura Hills from lot walk to keys.
Why Agoura Hills Builds ADUs
Late-1960s to 1980s tracts hold most of the city's houses: Hillrise and Lake Lindero, Fountainwood and Reyes Adobe, Morrison Ranch, Chateau Creek, Oakcreek Village and Peacock Ridge. RS lots run 6,000 sq ft to 15,000 sq ft with attached two- and three-car garages. That is garage conversion and above-garage territory. North of the 101, Old Agoura is half-acre to multi-acre equestrian parcels on the 1930s townsite, with barns and guest quarters already standing. A casita behind a Fountainwood house and a legalized barn apartment off Chesebro Road are both ADUs. They are not the same job.
Demand starts inside the houses. Original owners of those tracts are retiring in place and want a parent in a granny flat or an adult child in an in-law suite, in Las Virgenes USD neighborhoods with few apartments. Old Agoura owners house caregivers, trainers and ranch hands next to the barn. Employers along the Agoura Road and Canwood Street corridor and the Conejo Valley biotech offices up the 101 supply the renters. Every tenant signs for 30 days or longer; the city monitors listing platforms for anything shorter.
Fire and oaks set the constraint. The Woolsey Fire jumped the 101 at Chesebro Road in November 2018, and the March 2025 CAL FIRE map widened the Very High zones. A new detached unit inside them carries a Class A roof, ember-resistant vents, ignition-resistant walls and tempered glazing. The Oak Tree Ordinance protects four oak species from a 2-inch trunk diameter up, with a protected zone of the dripline plus 5 ft; a sewer trench through that zone needs an Oak Tree Permit. On many lots the canopy fixes the ADU's location before the setbacks do.
ADU Permits, Pre-Approved Plans and the Agoura Hills Desk
The City of Agoura Hills issues its own ADU permits. Planning reviews zoning, oak permits and the Old Agoura Design Overlay; Building & Safety runs plan check and inspections; both sit at City Hall on Ladyface Court, and applications and inspection scheduling run through the MGO Connect portal. Permits since January 2026 run on the 2025 codes. A conforming ADU is ministerial: a building permit, no hearing, its own address. Los Angeles County Fire issues an approval letter for the submittal and a Fire final before the city's final, and Las Virgenes USD provides the school-fee receipt before issuance. Our residential construction team assembles the set.
Yes, Agoura Hills has pre-approved plans, and they are free. The program offers a studio, a 1-bed/1-bath and a 2-bed/1-bath, each in Cottage, Ranch and Spanish styles, drawn by RRM Design Group. Pre-approved sets skip the building plan-review fee and get streamlined review; Planning fees, the permit, and any grading, septic, utility and fire-sprinkler reviews still apply. Three catches. The plans are all-electric, and gas infrastructure is not allowed with them. The photovoltaic system is a separate submittal. Any change to the drawings voids eligibility. We price the pre-approved path and a custom set side by side.
Old Agoura's Design Overlay lets a detached ADU sit in the front yard when it covers no more than 25% of the minimum front-yard area, and septic pockets there submit a Los Angeles County Public Health approval or a plan for a new sewer connection. In the Very High zone, County Fire's Fuel Modification Plan comes before the permit. HCD faulted the 2021 ordinance in 2023 and 2025; the city replaced the chapter in late 2025 as Ordinance 25-481, and the Planning Commission summary puts detached units at 16 ft, 18 ft to match the main roof, attached at 25 ft, floor area as interior livable space, rentals at 30 days minimum. As of 2026 the state clock is 15 business days for an itemized completeness finding, then 60 days to approve. Miss the first and the application is deemed complete; miss the second, approved.
Why Agoura Hills Homeowners Choose Us
One contract from ADU builders in Agoura Hills should cover drawings, permit, build and the utility runs. Ours does. Our electrical crew starts at the panel: most houses here still carry the original 100- or 125-amp service, and an all-electric ADU plus an EV charger usually forces a 200-amp upgrade or load management. Our plumbing crew ties the lateral into the Las Virgenes Municipal Water District sewer or designs to the septic approval. Our concrete crew pours the slab or the stepped footings a sloped pad needs. Our roofing crew installs the Class A assembly the WUI code requires. Framing, drywall, stucco matched to the house, paint: same superintendent. No second contractor.
Garage conversions are the fast path on the tract lots, and the first thing an ADU contractor in Agoura Hills should price. An attached two-car garage converts with no setback, no replacement parking and no photovoltaic requirement, since the 2025 Energy Code treats a conversion as an addition. A junior ADU, 500 sq ft inside the house or its attached garage, is the lighter version. A detached cottage is new construction: WUI exterior, PV on its roof, 4-ft side and rear setbacks. Old Agoura owners often start from a guest house or barn apartment that was never permitted; units built before 2020 can be legalized under state amnesty rules, and that inspection comes first.
Property managers, HOA boards and investors ask different questions. The tract neighborhoods from Morrison Ranch to Peacock Ridge carry associations, and Civil Code 4751 voids an outright ban while leaving the board its exterior review; the city's rule that the ADU match the house in materials and color usually settles that review. Investors: we found no AB 1033 condominium opt-in here, so the unit stays with the house at sale; fire-zone assemblies and the fuel-modification covenant raise the build spec. The rental driver is long-term: Las Virgenes USD families, corridor employees and downsizing locals, on 30-day minimum leases. We report open-book and run design-build so the HOA package and the MGO Connect set move together.
Crews come from our Ventura office; Agoura Hills is the eastern end of the territory we cover as ADU builders across Ventura County. A detached cottage on an Old Agoura acre is a small custom home to the inspector. Call (805) 667-8800. We walk the lot, read the fire map, oaks and panel, and hand back a written fixed-price scope.

FAQ
Agoura Hills ADU - FAQ
Who is the best ADU builder in Agoura Hills?
Ask who prepares the County Fire package and who upgrades the panel before you ask for a number. Then ask who signs the fixed-price scope. In Agoura Hills a new detached ADU needs a Los Angeles County Fire approval letter at submittal, a fuel modification plan inside the Very High zone, and a 2025 WUI exterior, so a builder who treats fire review as someone else's paperwork costs you a plan-check cycle. Master Construction is licensed and insured under Lic. #1027281, family owned in Ventura since 1994, and carries the drawings, city permit, fire sign-offs and build under one contract with in-house electrical, plumbing, concrete and roofing crews.
How much does an ADU cost in Agoura Hills?
The type decides most of it. A garage conversion reuses the slab, walls and roof and skips the solar requirement; a detached cottage buys a foundation, a WUI-rated exterior, a Class A roof and a photovoltaic system. After that the drivers are size, the length of the sewer and electrical runs, whether the original panel can carry an all-electric unit or needs a 200-amp service, a septic approval on an Old Agoura lot, a sloped pad that needs a soils report and stepped footings, oak permits, and the finish level. The city's free pre-approved plans remove the building plan-review fee, not the rest. We walk the lot, then write a fixed-price scope.
How long does an ADU take to build in Agoura Hills?
Plan on design and approvals first, then construction. As of 2026 the city has 15 business days to declare the application complete and 60 days after that to approve it; a detached unit on the city's pre-approved plans is decided within 30 days of a complete application. The clock starts only on a complete set, and here that set includes the County Fire letter, a fuel modification plan in the Very High zone, a septic or sewer plan, and the school-fee receipt. Construction runs a few months for a garage conversion and longer for a detached cottage, with PV, trusses and any sprinkler package approved as deferred submittals before final.
Does Agoura Hills have pre-approved ADU plans?
Yes. The city's Pre-Approved ADU Plans Program offers a studio, a one-bedroom and a two-bedroom, each drawn in Cottage, Ranch and Spanish styles with porch variations and a slab or raised foundation, prepared by RRM Design Group and free to download or pick up at City Hall on Ladyface Court. Using them waives the building plan-review fee and shortens review. The plans are all-electric with no gas service, the photovoltaic system is a separate submittal, and any modification to the drawings drops the project out of the program. You still supply a site plan, load calculations with the subpanel on the plot plan, and a signed hold-harmless statement.
Can I convert my garage into an ADU in Agoura Hills?
Yes, and on the 1970s and 80s tract lots it is the most direct route. Converting an existing attached or detached garage needs no setback, no replacement parking for the spaces you lose, and no new solar array, because the Energy Code treats it as an addition. Sprinklers apply only if the house already has them. The work is in the details: a slab that may need insulation and a moisture break, egress windows, a rated wall between unit and house, the subpanel, and a sewer tie that may cross an oak's protected zone. Above-garage units are a different permit, new construction with the WUI exterior, priced separately.
Can I build an ADU in a Very High Fire Hazard Severity Zone in Agoura Hills?
Yes. State housing law does not let a fire designation limit how many ADUs a lot gets, and HCD said so to the city in its 2023 and 2025 letters; the 2025 rewrite of the local ordinance responds to those findings. What the zone changes is the construction. Expect a Los Angeles County Fire approval letter at submittal, a Forestry Division fuel modification plan approved before the permit, ignition-resistant exterior assemblies under the 2025 Wildland-Urban Interface Code, and County Fire's final before the city's. Zone 0, the 5-ft ember-resistant strip, was still in state rulemaking as of mid-2026, so we design the near-house ground treatment to the draft rule now.
Can I rent out my ADU in Agoura Hills?
Yes, on leases of 30 days or longer. Agoura Hills does not require the owner to live on the property for an ADU; a junior ADU needs owner occupancy only when it shares a bathroom with the main house, under AB 1154 as of 2026. Short-term rental is out; the city subscribes to a monitoring service that scrapes listing platforms. Tenants come from a mostly single-family city with a thin apartment supply: families placing kids in Las Virgenes USD, people working the Agoura Road corridor, and locals selling a big house without leaving town. Separate sale of the unit needs an AB 1033 ordinance we have not found here.
Can my HOA stop me from building an ADU in Agoura Hills?
No. Civil Code 4751 voids any CC&R provision that prohibits or unreasonably restricts an ADU on a single-family lot; reasonable rules on appearance survive, a veto does not. Boards in Morrison Ranch, Fountainwood, Lake Lindero and the other tract associations can still review materials, color and roofline, and the city's own standard already requires the ADU to match the house on materials and color, which leaves the board little to object to. The city does not ask for an HOA letter in its submittal. We prepare the board's architectural package and the MGO Connect set at the same time, so neither review waits on the other.
Do you handle design, permits and construction for an Agoura Hills ADU?
Yes, under one contract. The feasibility walk reads the fire zone, the oaks, the slope, the panel and the sewer or septic situation, and comes back as a written scope with a recommendation between the city's free pre-approved plans and a custom design. We draw or adapt the set, prepare the County Fire package and any fuel modification plan, file through MGO Connect, and keep the submittal complete so the city's 15-business-day and 60-day clocks actually run. Then our own crews build it: concrete, framing, electrical, plumbing, roofing, drywall and stucco. County Fire's final and the city's final close it out, and the unit gets its own address.
