Why Moorpark Builds ADUs

Moorpark's housing splits at incorporation in 1983. Old Town around High Street and the Metrolink depot holds 1950s to 70s ranch homes on larger flat lots with no HOA; Varsity Park north of the 118 carries the same single-story pattern. Most of what followed incorporation was production built: Mountain Meadows and Buttercreek in the 1980s and 90s, Peach Hill into the early 2000s, Campus Hills near Moorpark College, and Moorpark Highlands on the northern hills. The Metrolink station on High Street and the 118 and 23 feed the commuters, who trade an hour on the Ventura County Line for a Moorpark address. Then family. Original owners in the 1980s tracts are aging in place, adult children are coming back, and a granny flat or an in-law suite keeps everyone inside the Moorpark Unified boundary. Employers along Los Angeles Avenue and Princeton Avenue round it out.

The constraint an ADU contractor in Moorpark reads first is terrain, in three layers. The Ventura County Fire Protection District adopted the 2025 CAL FIRE hazard maps effective July 1, 2025, and the Very High zones largely follow Moorpark's hills: the Highlands, the northern ridges, the edges toward Tierra Rejada and Happy Camp Canyon. A detached unit there is built to the Wildland-Urban Interface Code (formerly Chapter 7A) with 100 feet of defensible space. Chapter 17.38 limits grading above 20 percent slope, and the city's ADU page says a unit cannot sit on a slope. Then the trees. Chapter 12.12 protects every living native oak and any mature tree with roughly a 9.5-inch trunk; removal needs a permit, scarring is prohibited outright. The valley-floor tracts sit outside most of that.

ADU Permits, Standard Plans and the Moorpark Desk

Permits run through the Community Development Department at City Hall, 323 Science Drive. Planning issues the zoning clearance and Building & Safety runs plan check. The local code is one sentence long. MMC 17.28.020(G) requires a zoning clearance and compliance with the state Government Code, so the state rulebook applies: one ADU and one JADU per single-family lot, a detached unit of at least 800 sq ft by right, a 1,200 sq ft detached cap, 4-foot side and rear setbacks. HCD wrote the city in October 2025 that the last Moorpark ADU ordinance on file dates from 2019 and may be out of compliance. State law voids a noncompliant ordinance, so any conflict resolves toward the state figure.

Moorpark posts three free ADU standard plans, and using one covers the structural design. Building & Safety's page carries a 700 sq ft set, a 900 sq ft two-bedroom, two-bath, and a 1,188 sq ft three-bedroom, two-bath, all single-story on a slab. The city is blunt: the sheets cover structural design and act as rough floor plans, nothing more. Plan check still wants Ventura County Fire, Waterworks District and Moorpark Unified School District approvals, a site plan with setbacks, solar, MEP sheets, Title 24 forms, and high-fire construction standards on a mapped lot. We pull the set from the city's ADU page and build the package around it.

One line on that page needs reading against state law. The city's standard-plan page asks for 5 feet from property lines and adjacent structures; Government Code 66314 caps side and rear setbacks for a new ADU at 4 feet, and a garage conversion keeps the setbacks it has. We draw to the state figure and flag the difference. As of 2026 the clocks are set in Sacramento: 15 business days for the city to confirm the package is complete, and 60 days from a complete application to approve or deny. Miss the first and the application is deemed complete. Miss the second and it is deemed approved. A detached unit on a city standard plan gets a 30-day decision.

Can I rent out my ADU in Moorpark?

Yes, for terms of 30 days or longer. State law sets that floor on the by-right detached unit and any JADU and lets the city apply it to every ADU; Moorpark writes the same rule into its SB 9 section. No owner-occupancy requirement attaches to a standard ADU, so an owner who lives elsewhere can build and lease one; a JADU carries one only when it shares a bathroom with the house. Can my HOA stop me from building an ADU in Moorpark?
