An attached two-car garage on a 1970s to 90s Camarillo tract lot is the common first ADU here. The conversion needs no replacement parking, no ADU parking space and no new utility connection, and the city approves it by ministerial Zone Clearance through its OpenGov portal. Two questions decide the rest. Does an HOA committee review the lot, and does the parcel sit inside the city line? Camarillo Heights is largely unincorporated and permits through Ventura County. Why Camarillo Builds ADUs

Camarillo's housing came in three waves, and each favors a different accessory dwelling unit. Old Town along Ventura Boulevard holds 1950s and 60s ranch houses on deep lots, many with alley access, which gives a detached casita its own way in. The 1970s through 90s tracts, Mission Oaks among them, are slab-on-grade stucco houses with attached two-car garages, many under an HOA. Those lots favor a garage conversion or a junior ADU. Camarillo Heights and Spanish Hills hold the larger and hillside lots with room for a detached guest house where grading allows. Leisure Village, gated, 55-plus and duplex-style, is the exception. We do not promise a unit there.

CSU Channel Islands sits south of town, and its student and faculty housing pressure spills into Camarillo. Naval Base Ventura County, widely described as the county's largest employer, the airport business park and St. John's Pleasant Valley Hospital add more tenants. Property managers describe a steady long-term market held up by Pleasant Valley schools, and every ADU rental here must run longer than 30 days. The other demand lives inside the family. Ventura County's population is aging, per the VCCF State of the Region report, and the 1970s to 90s tracts hold the multigenerational households that want an in-law suite for a parent or a granny flat for an adult child.

Jurisdiction is the first constraint. Camarillo Heights, Las Posas Estates and the Santa Rosa Valley are mostly outside the city limits, so an ADU there goes to Ventura County RMA Planning and Building & Safety, not to Carmen Drive. The Mountain Fire of November 2024 destroyed at least 83 homes in the Heights; those rebuilds run through the same county desk. On the flat tracts the constraint is the HOA. Mission Oaks, Village at the Park and Spanish Hills run architectural review on top of the city's Zone Clearance, on their own calendars. ADU builders in Camarillo have to work both rulebooks.

Permits, Plan Check and the Camarillo Desk

The City of Camarillo Community Development Department at 601 Carmen Drive approves ADUs by ministerial Zone Clearance: no hearing, no design review board, and since July 1, 2025 no paper. Planning takes the Zone Clearance through OpenGov, Building & Safety runs plan check and issues the permit, and Public Works signs off on sewer and water connections, grading and right-of-way. The city says a Zone Clearance on plans that meet every requirement may be approved within a few days. We run the city's ADU Navigator on every lot before design starts.

Camarillo publishes no pre-approved ADU plan library as of 2026. State law still lets a builder submit a plan for pre-approval. HCD found the city's February 2024 ordinance, Chapter 19.56, out of compliance in March 2025 over owner occupancy, size caps, unit combinations and JADUs in garages, and where the two conflict, state law controls. So the state floors govern: the city cannot cap a one-bedroom unit under 850 square feet or a two-bedroom under 1,000 square feet, cannot use lot coverage to block an 800-square-foot detached unit at 16 feet with four-foot side and rear setbacks, and must allow a conversion ADU, a detached ADU and a JADU together on one single-family lot. One uncovered tandem space in the driveway satisfies parking; conversions, JADUs and lots near the Metrolink station need none. No owner occupancy. Impact fees start above 750 square feet.

As of 2026 the city must say in writing within 15 business days whether the application is complete and must approve or deny within 60 days of a complete one. Miss the first clock and the application is deemed complete; miss the second and it is deemed approved. No coastal zone. Any grading on a hillside lot needs a soils engineering report and an engineering geology report, and the city flags fault zones and the Conejo Creek floodplain at Camarillo Springs. Ventura County Fire's Ordinance 33 put the state's new severity maps into effect on July 1, 2025, the High and Very High zones fall mostly along the hillside edges, and a new detached unit in a Very High zone builds to the WUI code, formerly Chapter 7A: Class A roof, ember-resistant vents, ignition-resistant siding. We look up the VCFD map by address. Sprinklers only where the house has them.

Boards can review materials, colors and roof form, but Civil Code 4751 voids any CC&R that prohibits or unreasonably restricts a unit, and since 2025 a board may not impose a fee on one. An ADU cannot be sold separately here; we found no AB 1033 ordinance in Camarillo. Association work runs through our HOA and property maintenance side as fixed scopes.

The garage conversion is the unit the tracts favor. The garage door comes out and gets framed in, exterior finishes and colors must match the house, the entrance goes to the side or rear where possible, and the slab gets brought to living-space standards over the expansive clay under much of Camarillo. Old Town's deep alley lots and the larger Heights and Spanish Hills parcels favor the detached casita, on a slab engineered for the same clay. Who is the best ADU builder in Camarillo?

Can I convert my garage into an ADU in Camarillo?

Yes, on any single-family lot in the city, and it is the unit the tract lots favor. The city cannot require replacement parking, and the conversion needs no ADU parking space. The garage door must come out and be framed in, and the new wall, finishes and colors must match the house. The work inside is insulation, a header where the door was, a slab brought to living-space standards over Camarillo's expansive clay, and plumbing and a subpanel from the house. No solar array is required on a conversion. A junior ADU up to 500 square feet with an efficiency kitchen is the other option for an attached garage.

Is my Camarillo Heights lot permitted by the city or the county?

Usually the county. Most of Camarillo Heights, along with Las Posas Estates and the Santa Rosa Valley, sits outside the city limits, so the ADU application goes to Ventura County RMA Planning and Building & Safety, with the county's free standardized plans available. The Mountain Fire rebuilds in the Heights run through that same county desk. Two more checks apply on the hill. Can I rent out my Camarillo ADU?

Yes, on terms longer than 30 days. State law lets a city require that an ADU rent for 30 days or longer; Camarillo does, and its own materials count the minimum in consecutive days, so a vacation-rental model does not work here. No owner occupancy applies to an ADU; the city's 2024 attempt to reinstate one was rejected by HCD in March 2025. A junior ADU that shares a bathroom with the main house does require the owner to live in one of the two units. Demand comes from CSU Channel Islands, Naval Base Ventura County and the airport employers, and the unit cannot be sold separately from the house.

Can my HOA stop me from building an ADU in Camarillo?

No. Civil Code 4751 voids any CC&R provision that prohibits or unreasonably restricts an ADU or JADU on a single-family lot, and since 2025 an association may not charge a fee or impose any financial requirement on one. Boards in Mission Oaks, Village at the Park and Spanish Hills can still review materials, color and roof form, and the city's own objective standard already requires the unit to match the house's exterior. The HOA cannot influence the city's Zone Clearance either way. We package the association submittal alongside the OpenGov package so both reviews run at once, and boards get a written record.

Do you handle design, permits and construction?

Yes, under one contract. We measure the lot, confirm jurisdiction and fire zone by address, run the city's ADU Navigator, and draw the unit to the state floors that govern in Camarillo. The Zone Clearance and plan check go through OpenGov, Public Works signs off on the sewer and water connections, and the HOA package goes out the same week. After permit issuance our own crews handle concrete over expansive clay, framing, electrical, plumbing, roofing, stucco, drywall and the solar array through final inspection.
