Why Somis Builds ADUs

Somis counted 1,429 people in the 2020 census, on ranches and groves around a village core at Somis Road and Bell Street. Ranch houses from the 1960s and 70s sit on one-acre usable lots near the village and on 5 to 40-plus acre parcels along Bradley Road, Balcom Canyon Road and the Solano Verde ranches, most with a detached garage, barn or workshop already on the pad. Nearly every parcel has a long driveway, a well or a water meter, and a septic tank. That shapes the ADU more than any floor plan.

Demand here is family and workforce housing, not rental yield. A granny flat or an in-law suite for a parent or an adult child keeps the land in one household. Working groves need a caretaker or a ranch hand close by, and the county runs a parallel Farmworker and Animal Caretaker Dwelling Unit path on AE land for parcels that qualify. Estate owners want a long-stay casita. November 2024 added a fourth. The Mountain Fire started near Balcom Canyon Road and Bradley Road north of Somis, destroyed 243 structures, and by April 2026 the county had 72 properties in the rebuild pipeline. On those lots the ADU gets planned alongside the rebuilt house.

The constraint is what the ground will take. Somis has no public sewer, so every ADU adds bedrooms and fixtures to an onsite wastewater system that Environmental Health must certify for the new load, and the leach field's reserve area often fixes where the unit can stand. Water is Waterworks District 19 in the village, a mutual such as Zone Mutual, Berylwood Heights or Solano Verde outside it, or a private well pumping under the basin adjudication. Then fire. The hills north of the village include Very High severity zones, and long ranch driveways fall under Ventura County Fire's access code. Does the driveway carry an engine? Somis ADU Permits, Zoning Clearance and the County Desk

Permits run through the County of Ventura Resource Management Agency, because Somis has no city hall. Planning issues the Zoning Clearance, Building and Safety runs plan check and inspections, Environmental Health certifies the septic system, and Ventura County Fire reviews access and water supply. The rules sit in Non-Coastal Zoning Ordinance Section 8107-1.7, rewritten in 2024 and confirmed compliant by the state housing department in January 2025. On AE, OS and TP land every ADU takes the Zoning Clearance path; the building-permit-only route belongs to the residential zones near the village. Both are ministerial: no hearing, no architectural standard, no variance. Applications go through the Citizen Access portal linked from the county ADU page.

The county publishes three free standardized plans for detached ADUs, already reviewed by Building and Safety: a one-bedroom at 700 sq ft, a two-bedroom at 900 sq ft and a three-bedroom at 1,188 sq ft. Paint, siding, trim and fixtures can change; the size and the locations of doors, vents and plumbing cannot. The same sets serve the county's farmworker dwelling program. On a Somis parcel the plan is the easy half. The site plan, septic certification or new system design, proof of water, fire access, grading and soils still have to be produced, and that package is where our design-build work as ADU builders in Somis earns its keep.

Size follows lot area. Lots of 9,000 sq ft or less get 850 sq ft for a studio or one-bedroom and 1,000 sq ft with more bedrooms; lots over 9,000 sq ft and under 10 acres get 1,200 sq ft; lots of 10 acres or more get 1,800 sq ft. Detached units are held to 16 ft unless set back 20 ft from every property line, which lets them match the house's allowed height. As of 2026, state law gives the county 15 business days to confirm in writing that the application is complete, then 60 days to approve or deny it; a county standardized plan is due a decision in 30 days. Every ADU records a deed restriction barring rentals under 30 days and separate sale.

The detached unit is the Somis build; conversions come second. A garage conversion or a barn conversion needs no new setbacks and no replacement parking, and is often the shortest path when the outbuilding already stands near the tank. A garage conversion still adds fixtures, so the full septic certification still applies. On a Mountain Fire lot the sequence needs a careful read. Government Code 66328 bars a certificate of occupancy for an ADU before the main house has one, with a 2025 exception for detached units in counties under a Governor's emergency proclamation issued on or after February 1, 2025. The Mountain Fire burned in November 2024, so we confirm parcel eligibility with RMA Planning before a family plans around an ADU-first rebuild. Does Ventura County have pre-approved ADU plans I can use in Somis?

Yes, three of them, free. The county's standardized plans are a 700 sq ft one-bedroom, a 900 sq ft two-bedroom and a 1,188 sq ft three-bedroom, prepared by the Planning Division and already reviewed by Building and Safety. You can change paint, siding, trim and light fixtures but not the size or the door, vent and plumbing locations. A Zoning Clearance and building permit are still required on AE land, and the site-specific package, septic, water, fire access, grading and soils, is still yours to assemble. Custom units up to the 1,200 sq ft or 1,800 sq ft tier use a full drawing set instead.

Can I convert a garage or barn into an ADU in Somis?

Yes, and it is often the cleanest path. A conversion of an existing garage, barn or workshop needs no new setbacks, no replacement parking and up to 150 sq ft of added floor area for a proper entry. On AE land it still takes a Zoning Clearance and it still counts as your one ADU. The work is what the outbuilding lacks: a slab with a vapor barrier, insulation, egress windows, a kitchen and bath, and drains to the septic tank, which means the full OWTS certification because fixtures are being added. An outbuilding standing inside the leach field's reserve area is not a candidate at all.

What does septic mean for an ADU on a Somis parcel?

It means Environmental Health signs off before Building and Safety does. Adding an ADU changes wastewater volume, so the county requires a full certification of the existing onsite system: a plot plan showing the tank, leach field and reserve area against the new construction, a pump report from a county-permitted pumper, bedroom-equivalent and fixture-unit calculations, and a soils report if asked. Tank size follows bedrooms and fixtures; field size follows percolation. If the system falls short, a Registered Civil Engineer, Professional Geologist or Environmental Health Specialist designs a new one for the unit. Either way the leach field and its reserve are open ground the ADU cannot sit on.

Can I rent out my ADU in Somis?

Yes, for terms longer than 30 days. The county's ordinance requires every ADU to rent for terms over 30 consecutive days, and a deed restriction recorded at your expense repeats that rule, so a vacation rental is off the table. There is no owner-occupancy requirement for a standard ADU, and the unit may be rented separately from the main house though never sold separately. The county also asks for an estimated rental amount on the permit form. In practice most Somis units house family, a caretaker or a ranch hand; the rare long-term tenant tends to commute to Camarillo employers such as the naval base or the university.

Can my HOA or mutual water company stop an ADU in Somis?

Not with a blanket ban. Civil Code 4751 voids any CC&R provision that prohibits or unreasonably restricts an ADU on a lot zoned single-family, Civil Code 714.3 applies the same rule to deed covenants outside an association, and reasonable restrictions cannot include fees. Most Somis acreage is zoned AE rather than single-family, so we read a gated community's CC&Rs before design and expect its board to keep review of materials and placement. The mutual water company is a different conversation. It cannot veto the permit, but state law lets a water supplier require a separate connection with a proportionate fee for a new detached unit, and a share under the basin adjudication has limits.
