Home Addition Contractor in Somis
Design, Permits & Build · Licensed & Insured · Lic. #1027281
Most Somis home addition projects start as a ground-floor wing off a 1950s to 1970s ranch house, placed wherever the leach field and its expansion area leave open ground. Somis is unincorporated, with no city hall and no public sewer, so the County of Ventura runs every step: a Zoning Clearance from Planning, plan check from Building and Safety, a septic certification from Environmental Health and a sprinkler and access review from Ventura County Fire. There is no design review. Licensed and insured under Lic. #1027281 and family owned since 1994, Master Construction carries a home addition in Somis from locating the tank to final inspection under one contract.
Why Somis Homeowners Build Additions
Most Somis land is zoned Agricultural Exclusive (AE): groves and ranches of 5 to 40-plus acres on Bradley Road, Balcom Canyon Road and around Solano Verde. Near the Somis Road and Bell Street village and on the estate tracts, houses mostly sit on one- and two-acre Rural Exclusive (RE) lots. Census estimates count roughly 490 homes, about 96 percent detached single-family, with a median build year near 1976. A septic tank and leach field, often a well, a barn and a long private driveway share each pad.
About 85 percent of Somis households own their home, and three bedrooms is the most common size. A parent moving in or a home office that outgrew the spare room becomes a bedroom-count problem on land the owner wants to keep. The Mountain Fire added a second group. The county says the fire, which started November 6, 2024, destroyed 182 homes across unincorporated Camarillo and nearby areas, and its April 2026 update counted 39 rebuild permits issued. Certain standards are waived only when a house is rebuilt to a similar size and function, so a rebuild that adds rooms gives up those waivers.
The constraint is the ground, not the property line. With no public sewer, a new bedroom, bath or primary suite adds load to an onsite system that Environmental Health must fully certify, and the plot plan has to show the tank, leach field and 100 percent expansion area clear of the new footprint. The county counts dens, offices, studios and lofts as bedroom equivalents. A home office addition can draw the same septic review as a bedroom.
Permits, Zoning and Plan Check for a Somis Addition
Every Somis home addition is permitted by the County of Ventura Resource Management Agency, whose Planning counter sits at 800 S. Victoria Avenue in Ventura. The first approval is a Zoning Clearance: ministerial, checked against the Non-Coastal Zoning Ordinance, with no hearing and no architectural review. The county says processing may take up to 30 days, and the clearance stays valid for 180 days while a complete building permit application goes in through VC Citizen Access. No clearance is issued on a lot carrying a zoning or permit violation, so an unpermitted barn conversion or patio enclosure gets legalized or removed first.
AE lots need 20 ft at the front, 10 ft on each interior side and 15 ft at the rear. RE and RA lots keep the same front and rear with 5 ft sides. Height is 25 ft, measured to the averaged midpoint of a pitched roof, and up to 35 ft where each side yard is at least 15 ft. Inside the Somis existing-community boundary, one- and two-acre RE lots may cover 25 percent. AE land with the county's Agricultural designation is capped at 5 percent, and a lot under 10 acres gets the greater of that or a formula that works out to about 4,226 sq ft on one acre. House, garage and barn all count. The county's parcel zoning lookup shows which rule applies.
Two more agencies sign off. Environmental Health issues a full certification when an addition adds bedroom equivalents or fixtures; a family-room bump-out with no plumbing needs only a setback or mini certification. Ventura County Fire requires sprinklers once an addition is both over 1,000 sq ft and over 50 percent of the existing gross floor area, attached garage included, with open permits added together. As of 2026 the 2025 California Residential Code and Energy Code apply: no solar requirement for an addition, smoke alarms throughout the house, CO alarms where there is a fuel-burning appliance or attached garage, and an egress window in each new bedroom. Past 500 sq ft of new living space, school fees cover the whole addition. The reassessment covers only the added value.
Second Stories, Over-Garage Rooms and Bump-Outs in Somis
A ground-floor room addition is the usual Somis home addition, because acreage leaves space for a wing that never nears a setback. A second-story addition makes sense when the leach field or the AE coverage cap leaves nowhere to spread. Where an older house sits closer to a side line than today's setback, the new story steps in to the current line. An engineer usually reviews the existing footings first, since the code sizes footings by the number of stories they carry.
An over-garage addition suits an attached garage, which is part of the house and takes the 25 ft limit; a detached garage is held to 15 ft. Bump-outs are the lightest county path when they add a family room with no fixtures. The county's fire map places much of Somis in a Very High hazard zone, the village center included, and the 2025 Ventura County Building Code applies wildfire construction rules to additions in unincorporated fire areas, with retrofit work on the existing house, vents first. Any new roof covering is Class A. If a rear wing puts any exterior wall more than 150 ft from the driveway, measured around the house, the addition loses its exemption from fire access road rules; sprinklers plus an approved walkway stretch that to 250 ft.
One contract carries the whole job. Our design-build team draws the site plan around the tank, field, well and driveway, and our concrete crew pours footings to the soils report, since county maps rate most Somis ground medium or high for expansive soil. Our electrical crew sizes the panel and our plumbing crew runs drains to the certified tank. Framing, the roof tie-in and drywall follow on one schedule. Master Construction builds home additions across Ventura County out of the same residential construction practice.
Investors holding Somis rentals, property managers and the boards of estate tracts with CC&Rs get a written parcel read before design: zone, coverage left, septic capacity, water source, fire zone and open violations. A fifth bedroom equivalent raises the county parking requirement from two spaces to three, though parcels over an acre may leave them uncovered. In some areas the county holds the Zoning Clearance until the HOA or property owners' association approves in writing, so that package goes in first. Tenants who stay get shutoffs scheduled in advance. A detached unit with its own kitchen is a different permit; see ADU construction in Somis.

FAQ
Somis Home Additions - FAQ
Who is the best home addition contractor in Somis?
Ask two questions before you sign: where does the leach field's expansion area sit, and does a home office count as a bedroom? A contractor who has worked unincorporated Somis knows the second answer is yes for septic and parking, and knows the county will not issue a Zoning Clearance while an unpermitted structure sits on the lot. Family owned since 1994 and licensed and insured under Lic. #1027281, Master Construction runs design, the county package and construction under one contract, with our own concrete, electrical and plumbing crews. Look up any license on the CSLB site.
How much does a home addition cost in Somis?
Septic and site work move the number more than square footage. A bedroom or primary suite needs a full septic certification, and if the system lacks capacity, a newly engineered system joins the scope. Then come the addition type and size, footings on expansive clay, whether a second story means opening the roof, panel capacity, fire sprinklers if the addition passes Ventura County Fire's size test, wildfire-rated materials and vent retrofits, energy code equipment such as a heat pump, and finishes. We walk the parcel, find the tank and field, and then write a fixed-price scope.
How long does a home addition take in Somis?
The county side has two published markers. Planning says a Zoning Clearance may take up to 30 days depending on the queue, and the clearance then gives you 180 days to file a complete building permit application. Environmental Health certifies the septic system once the clearance is in hand, and building plan check time varies with the desk's load and the number of correction rounds. Construction length follows the type: a bump-out with no plumbing is the short end, and a second story that opens the roof is the long end. Your written scope carries a schedule built for your parcel, with septic work in front of framing.
What permits does a Somis home addition need?
County approvals only, since Somis has no city. RMA Planning issues a ministerial Zoning Clearance under the Non-Coastal Zoning Ordinance, and there is no design review for a single-family addition. Environmental Health certifies the septic system, fully when bedrooms or fixtures are added. Ventura County Fire reviews sprinklers, access and water. Building and Safety then runs plan check, issues the building permit through VC Citizen Access and inspects the work. A Tree Permit joins when a trench reaches an oak or sycamore's protected zone, and the school district certifies its fee before the permit issues on additions over 500 sq ft of living space.
Can my Somis house take a second story?
Usually, as far as zoning goes. The county allows 25 ft in AE, RE and RA zones, measured to the averaged midpoint of a pitched roof, and 35 ft where both side yards are 15 ft or more, with no daylight-plane rule found for these zones. The real questions are structural. An engineer checks whether the existing footings and walls can carry a second floor, and the county's soil map rates most of Somis medium or high for expansion, so a soils report is likely. If the house sits closer to a side line than current setbacks allow, the upper floor steps in. A new bedroom upstairs still triggers full septic certification.
Does adding a bedroom in Somis mean new septic work?
It means a full Environmental Health certification, which is not the same as a new system. The county checks the existing tank and leach field against the added bedroom equivalents and fixture units, using a tank pumping report from a pumper the county permits, a plot plan showing the tank, field and 100 percent expansion area, and a floor plan. If the system passes, it stays. If it is undersized or misses setbacks to a well, a Registered Civil Engineer, Professional Geologist or Registered Environmental Health Specialist usually designs a new one. A house on a cesspool cannot add bedrooms or fixtures until that changes.
Can we stay in the house during a Somis home addition?
Most families do for a ground-floor wing, because the new rooms are framed, dried in and finished outside the existing walls before we open the connection. The disruptive days are the cut-through, the septic tie-in and any panel swap, and we schedule those with notice, including any interruption to a well pump. A second story is different. Opening the roof and reframing the ceiling over occupied rooms can take part of the house out of use for a stretch, and some families move to a guest house or to relatives while that phase runs. We map that out in the scope before work starts.
Does my HOA have to approve a Somis addition before the county does?
Sometimes. The county's Zoning Clearance instructions encourage owners to get HOA or property owners' association approval first and say that in some areas a clearance will not be issued until written approval is provided. Where a Somis parcel sits in a tract with CC&Rs, California Civil Code 4765 requires the association to decide in writing, in good faith and within a stated time, and to offer reconsideration at an open board meeting. A board can still enforce the height or second-story limits its CC&Rs already contain. We read the CC&Rs before design and submit the board package first. The county itself has no design review.
Should I build an addition or an ADU in Somis?
Build an addition when the new rooms belong to the household, such as a primary suite or a bedroom for a parent who eats at the family table. It joins the house, shares its kitchen and carries no ADU deed restriction. Build an ADU when someone needs a separate home with its own kitchen and entry, such as a caretaker or an adult child. On AE land a parcel gets one ADU, so an addition keeps that option open for later. Either way, the septic system is certified for the new bedrooms. Our ADU builders in Somis page covers the unit side.
