Home Addition Contractor in Oxnard
Design, Permits & Build · Licensed & Insured · Lic. #1027281
A primary suite or bedroom wing pushed into the back yard of a 1960s ranch house is the home addition in Oxnard most tract lots can carry, and one code line makes it work. The R-1 rear yard is 25 percent of lot depth, up to 25 feet, but an attached addition of one or two stories may come within 15 feet of the rear property line. Those 10 feet are the new room. Master Construction, family owned since 1994 and licensed under Lic. #1027281, designs, permits and builds room additions, second stories, over-garage additions, bump-outs and primary suites across Oxnard on a single contract.
Why Oxnard Families Build Additions
Oxnard is a 1960s and 70s city on paper. As of 2020 the largest share of its housing dated from 1960 to 1969 (23 percent), then the 1970s (20 percent) and the 1950s (15 percent), and about 65 percent predated 1980. The Housing Element describes neighborhoods built in one or two vintages each: 1920s bungalows, post-war small stucco homes, 1960s ranch houses, 1970s split-foyer plans and 1980s condominiums. Detached houses make up 55 percent of the stock. New R-1 lots must be 6,000 sq ft, 60 feet wide and 100 feet deep, though older lots of record run smaller.
Bedrooms are the shortage. About 18 percent of Oxnard households were overcrowded in 2018, meaning more than one person per room, and 7 percent of owner households were, with another 2 percent severely overcrowded. Grandparents, adult children and grandkids under one roof do not need a second house. They need two more bedrooms and a bath. The city's Citywide Homeowner Repair Program offers low-interest rehabilitation loans that the Housing Element says can be used for room additions.
The garage is the constraint. Oxnard ties required garage spaces to bedroom count: two spaces up to five bedrooms, three at six, four at seven and five at eight or more, all on site, no more than three facing the street, and tandem bays never count. An addition that creates a requirement for four or more spaces needs administrative review. The Housing Element also notes an unknown number of unpermitted garage conversions and internally subdivided homes, so on older lots the first task is often sorting out what an earlier owner built without a permit.
Oxnard Addition Permits, Zoning and Coastal Rules
Permits come from the City of Oxnard Community Development Department, Building & Engineering Division, 214 South C Street, (805) 385-7925. Staff shortages have the public counter open Monday through Thursday from 8 a.m. to noon until further notice. One application can route to Building, Fire, Planning and Public Works. A single-family house is a permitted R-1 use with no Development Design Review Permit and no second-story review, so Planning checks a conforming addition inside the building permit. The Residential Permit Fast Track Program books a one-hour plan review meeting with no added fees.
R-1 allows two stories and 25 feet. Front setback is 20 feet, or the block average where standard houses make up 60 percent of the block, never under 15 feet, and the garage door stays 20 feet back. Side yards are 10 percent of lot width, 3 to 5 feet. There is no coverage percentage. The lot must instead keep interior yard space of 15 percent of lot area or 900 sq ft, whichever is less, open to the sky and counted only in areas behind the front setback at least 10 by 15 feet. Additions follow the R-1 architecture rules in OCC 16-24: nonreflective siding, one main color with up to three accents, sloped roofs and eaves between 6 and 30 inches.
Beach lots depend on the neighborhood. In Oxnard Shores, Oxnard Dunes and Mandalay Bay and the Inland Waterway, the coastal code categorically excludes single-family additions, so a zone clearance covers them, and R-B-1 beach lots allow two stories, 25 feet and 60 percent coverage. Silver Strand, Hollywood Beach and Hollywood by the Sea sit outside city limits in unincorporated Ventura County, so county coastal zoning governs them. Permits applied for since January 1, 2026 follow the 2025 California Residential Code and Energy Code: no solar required on an addition, smoke alarms brought to new-home locations house-wide, CO alarms, and egress windows in new bedrooms. School fees apply above 500 sq ft of new living space, and only the added value is reassessed. Oxnard has its own fire department and sprinkler rules, confirmed at plan check.
Second Stories, Over-Garage Rooms and Bump-Outs in Oxnard
The rear room addition leads in Oxnard because the 15-foot rule hands it 10 feet the rear yard would otherwise keep. On a 100-foot-deep R-1 lot, a 1960s ranch house can grow a primary suite with bath and closet straight back, on footings tied to the existing foundation. Where the rear line backs onto a public alley or street over 20 feet wide, the addition measures 15 feet from its center line and never sits closer than 5 feet to the rear line. Downtown, the F and G Street blocks of the Henry T. Oxnard Historic District run mostly 50 by 140 feet, and a contributor there needs a Certificate of Appropriateness from the county Cultural Heritage Board, which in October 2025 weighed a one-story rear addition by whether it changed the view from the street.
Among home additions in Oxnard, a second story fits where the yard is spent or the lot is a 35 to 40 foot R-B-1 beach parcel; a second-story addition there still tops out at 25 feet. An engineer reviews the existing footings and walls first, and a soils report for one south Oxnard school site places it in a state-mapped liquefaction zone, so the lot-specific report can change the foundation. An over-garage addition adds a bedroom without touching the yard, and every bedroom it adds counts toward the garage rule. A bump-out of a few feet for a kitchen or bath is the smallest permit and still holds the side setback.
One contract covers every Oxnard home addition we build. Our design-build team draws the set and books the Fast Track meeting, our concrete crew pours footings to the engineer's detail, and our own electrical, plumbing and stucco crews carry it to final, with the roof framed, sheathed and tied in on the same schedule. New stucco takes the main color, because the R-1 color rule counts the whole house. It is the same practice behind home additions across Ventura County and our residential construction work, and the ADU in Oxnard option gets priced beside it when a separate unit fits better.
Property managers, HOA boards and investors work the same bedroom math. A rental that reaches six bedrooms owes a third garage space, and a tandem bay will not satisfy it. Master-planned tracts such as RiverPark, Seabridge and Wagon Wheel, and Mandalay Bay at the coast, typically have associations whose architectural review runs alongside the city permit; we read the CC&Rs for height rules before drawing. Occupied rentals get a phased schedule and a written scope.

FAQ
Oxnard Home Additions - FAQ
Who is the best home addition contractor in Oxnard?
Ask whether the contractor knows the 15-foot rear addition rule and the bedroom-based garage rule before they sketch. Both decide the size of an Oxnard addition: the first sets how far a rear room can reach, the second sets how many bedrooms a two-car garage supports. Then ask whether the lot is city or county, since Hollywood Beach and Silver Strand permit through Ventura County. Master Construction designs, permits and builds additions across Oxnard under Lic. #1027281, family owned since 1994, with our own concrete, electrical and plumbing crews.
How much does a home addition cost in Oxnard?
Start with the type. A bump-out or rear room addition buys footings, walls and a roof tie-in, while a second story adds engineering of the existing structure and takes the old roof off. Size sets the next layer, including the 500 sq ft school-fee threshold. Then come bedroom count, since a sixth bedroom adds a garage space, the electrical panel, plumbing runs to a new bath, coastal or historic review where it applies, fire sprinklers if the Oxnard Fire Department requires them, energy code items and finishes. We do a site walk, check the zoning numbers, and write a fixed-price scope.
How long does a home addition take in Oxnard?
Design and engineering come first, then Building & Engineering plan check and corrections. Plan check time varies by desk and season, and the counter keeps Monday through Thursday morning hours for now; a Fast Track meeting can settle questions early. Two city dates matter: a plan check left dormant over 180 days can expire, and after issuance an inspection must be requested within 180 days, with each approved inspection granting another 180. Construction length follows the type, with bump-outs shortest and second stories longest. The contract carries both the permit milestones and the build dates.
Does an Oxnard addition need design review?
Not on a standard R-1 lot. Oxnard lists the single-family house as a permitted use with no Development Design Review Permit, so Planning checks the addition inside the building permit: two stories and 25 feet, the 20-foot front setback, side yards of 10 percent of lot width, the 15-foot rear addition line and the interior yard space rule. The R-1 architecture standards for siding, color and eaves still apply. The application goes to Building & Engineering at 214 South C Street and can route to Fire and Public Works too. Coastal and historic lots add their own step.
Can my Oxnard house take a second story?
Usually, within two stories and 25 feet in both R-1 and the R-B-1 beach zone. Oxnard has no second-story design review for single-family houses, so the questions are structure and parking. An engineer checks whether the existing footings and walls can carry a second floor, since footings sized for one story may need reinforcing. Then count bedrooms: a second floor that takes the house to six bedrooms needs a three-car garage, and tandem spaces do not count. Eaves stay between 6 and 30 inches. In the Henry T. Oxnard Historic District, the Cultural Heritage Board also weighs how the addition reads from the street.
Does an addition at Oxnard Shores or Hollywood Beach need a coastal permit?
It depends which side of the city line the house sits on. In Oxnard Shores, Oxnard Dunes and Mandalay Bay and the Inland Waterway, the city's coastal code categorically excludes single-family additions, so a zone clearance is enough; the director gives written notice to residents within 100 feet and reports the decision to the Planning Commission, and a challenge goes to a hearing. Silver Strand, Hollywood Beach and Hollywood by the Sea answer to the county instead, under its coastal zoning and the RBH zone. Oxnard's Local Coastal Program is mid-rewrite, so we confirm current rules before design.
Can we stay in the house during an Oxnard addition?
Usually. A rear addition goes up behind the house with the old exterior wall left closed until the new room is framed, roofed and dried in, and then the opening is cut and finished. A second story is different, because the existing roof comes off over lived-in rooms, and some families stay with relatives for that phase. Multigenerational households often need the kitchen and a bath running every day, so we sequence the plumbing and electrical tie-ins around them. Smoke and carbon monoxide alarms go in throughout the house before final, as the 2025 code requires for a permitted addition.
Does my Oxnard HOA have to approve an addition?
If your CC&Rs require approval for exterior changes, yes, and the association reviews in parallel with the city. Civil Code 4765 requires a fair procedure with a stated response time, a written decision, a reason for any denial, and reconsideration at an open board meeting. It does not override CC&R height or second-story limits, and the state protections for ADUs do not extend to ordinary additions. Master-planned tracts such as RiverPark, Seabridge and Wagon Wheel, and Mandalay Bay, typically have associations. We assemble one package that answers the board and Building & Engineering.
Should I build an addition or an ADU in Oxnard?
Let the household decide. An addition stays part of the house, shares its kitchen, and counts toward the bedroom-based garage rule. An ADU in Oxnard has its own kitchen and entrance and follows the city's ADU ordinance instead of the R-1 addition rules. A parent who eats dinner with the family belongs in a primary suite addition. A tenant, or an adult child who wants a separate door, belongs in an ADU. Inside the coastal zone, confirm ADU status with Planning before designing, since as of 2026 the beach zoning does not list ADUs as a permitted use.
