Why Oxnard Builds ADUs
Downtown Oxnard holds Craftsman and Spanish Colonial bungalows built between 1909 and 1941, 139 of them contributing to the Henry T. Oxnard Historic District on F and G Streets. Central and south Oxnard, from Lemonwood to Bartolo Square, are 1950s to 70s stucco ranch tracts, most with an attached garage and a flat yard. North Oxnard, River Ridge to RiverPark, is 1980s to 2020s tract and master-planned HOA housing near the Santa Clara River. Victoria Avenue decides feasibility. West of it, Oxnard Shores, Mandalay Bay, Channel Islands Harbor and Seabridge sit inside the city's coastal zone, governed by a Local Coastal Program certified in 1985 that the January 2026 ADU ordinance did not touch. The beach sub-zone's permitted-use list contains no ADU, and an earlier version of the city's ADU page said ADUs are not allowed there. The LCP rewrite now underway is expected to add ADU and JADU standards. Until it is certified, confirm a coastal parcel's status with Planning before any design work. Hollywood Beach and Silver Strand carry Oxnard addresses but are unincorporated Ventura County, permitted through Ventura County RMA Planning under the county's own coastal rules.
Permits, Plan Check and the Oxnard Desk
The City of Oxnard Community Development Department issues ADU permits from 214 South C Street. Planning & Environmental Services confirms setbacks and square footage first, at the counter or by email. Building & Engineering screens the package for completeness, calculates the plan check fee on project valuation, and starts review only after that fee is paid. A supplemental form now states the unit's estimated monthly rent. Counter hours run Monday through Thursday mornings as of 2026, so a package sent back over one misnamed file costs days. We build submittals to the city's digital plan check guidelines: one document type per file, named the way the permit technician expects.
Oxnard does not publish its own pre-approved plan set. Under AB 1332 the city accepts the Ventura County and San Diego County pre-approved ADU plans, with review shortened to 30 days total for a detached unit; site plan, energy calcs and structural calcs stay project-specific, and plan check fees are not reduced. Ordinance No. 3072, adopted January 6, 2026 and codified at City Code 16-465, sets the local numbers. Attached ADUs run to 1,200 square feet or half the primary house's floor area, whichever is less, never below 800. Detached units run to 850 square feet with one bedroom or 1,200 square feet with more, JADUs to 500 square feet inside the house. Impact fees start above 750 square feet.
State clocks govern the desk as of 2026: the city must tell you in writing within 15 business days whether the application is complete, and approve or deny within 60 days of a complete application. Miss the first clock and the application is deemed complete; miss the second and it is deemed approved. No septic (every ADU connects to city water and sewer), and fire sprinklers only where the main house is required to have them. CAL FIRE's 2025 maps added hazard classes along the dunes and the Santa Clara River corridor, so we check the parcel's class by APN before specifying the exterior. Coastal parcels add a Coastal Development Permit on its own track, if the zoning allows the unit at all.

Can I rent out my Oxnard ADU?
Yes, for terms longer than 30 days. Oxnard's ordinance bars short-term rental of any ADU or JADU, even in beach neighborhoods where the main house can hold an STR license. Every residential rental in the city must be registered annually on the rental registry, and the permit application already collects the unit's estimated monthly rent. The city's 4% rent cap covers multifamily built before February 1995, so a new ADU falls outside the cap as we read the coverage rules, though registration is still required and just-cause rules may apply. A JADU that shares a bathroom with the house requires the owner to live in one of the two units.
Can my HOA stop me from building an ADU in Oxnard?
No. State law voids any CC&R provision that prohibits or unreasonably restricts an ADU or JADU on a single-family-zoned lot, and the city's ADU page says so in plain terms while adding that the city will not step into HOA disputes. Associations in RiverPark, Seabridge, Wagon Wheel and the harbor communities can still run architectural review on materials, color and roof form, and the city's own design standards already call for a sloped roof where the house has one and non-reflective siding.
