Building & Safety posts six ADU Standard Plans, A350 through A750, the numbers reading as rough square footages, and the page states that every plan is draft at this time. We confirm status with the division before a client counts on one. As of 2026 the city has 15 business days to tell you in writing whether the application is complete; miss that clock and the file is deemed complete, not approved. A decision is due within 60 days of a complete application or the permit is deemed approved. City plan review has been running about 30 days.

A conversion of an existing garage takes the building-permit-only track under Chapter 16.227, keeps the garage's existing setbacks, may add up to 150 square feet for a new entry, and needs no replacement parking because Santa Paula requires none for any ADU. It pays no sewer or water connection charge on a single-family lot and, as a conversion, needs no solar array. The work is in the shell: insulation, a slab moisture check, egress windows, a subpanel, and often a sewer tie-in with the right fall. Does the historic downtown rule affect an ADU in Santa Paula?
Possibly, and the rule is about siting rather than style. Chapter 16.227 says an ADU on, or within 600 feet of, a property listed in the California Register of Historical Resources must be placed so it is not visible from any public right-of-way. Main Street and the surrounding early-1900s blocks hold listed resources, so a lot within a couple of blocks of downtown can fall inside the radius. Yes, for terms of 30 days or longer.
