Behind the single-story ranch houses off Borchard and Reino, a detached granny flat fits the flat rear yard, and before it gets drawn we check which government reviews it. Nearly all of Newbury Park sits inside the City of Thousand Oaks. Casa Conejo does not. That 1960 tract of about 1,000 homes, bounded by Old Conejo Road and US 101 on the north, Borchard Road on the south, Jenny Drive on the west and Sequoia Middle School on the east, is an unincorporated Ventura County island, and its permits go to the county. The fire-zone tier is the second check. Why Newbury Park Builds ADUs
Two generations of houses make up Newbury Park. Casa Conejo opened in 1960 as the community's first planned development, about 1,000 homes, ranch houses of 1,400 sq ft to 1,600 sq ft on flat lots, and the 1960s through 80s tracts off Borchard, Reino and Wendy repeat the pattern: slab-on-grade stucco, an attached two-car garage, a usable rear yard, no master HOA. Dos Vientos Ranch is the other generation, 2,350 units approved in April 1988 and built mainly from 1998 through the 2000s, three-car garages on graded pads. There the unit tends to be attached, a JADU in the third bay, or a casita held to the pad by the slope.
Amgen's world headquarters and the biotech offices along Rancho Conejo Boulevard sit inside Newbury Park's own ZIP code, and biotech contract staff are often the long-term tenants a unit here ends up housing. Family is the second driver. The 1960s original owners are turning over, adult children are circling back to the Newbury Park High School attendance area, and aging parents want a single-story in-law suite on the same lot. Vacant land is nearly gone. A rear-yard accessory dwelling unit is the only new housing most owners can create.
Newbury Park's wildland edge is long: Rancho Sierra Vista on the Santa Monica Mountains side, Point Mugu State Park through Sycamore Canyon, the Conejo Open Space and the Dos Vientos Open Space. Dos Vientos was evacuated in the 2013 Springs Fire and in the 2018 Hill and Woolsey fires. The Ventura County Fire Protection District adopted its 2025 hazard severity zones by Ordinance 33 on 20 May 2025, effective 1 July 2025, and a parcel that straddles two zones takes the higher one, which writes the exterior before design starts. Clay under the flat tracts, swelling with every winter rain, writes the slab.
Newbury Park ADU Permits: City Desk or County Desk
Nearly all of Newbury Park files its ADU with the Thousand Oaks Community Development Department: the Planning Division checks zoning, the Building Division runs plan check and inspections, and everything goes through the TO/24 portal, digital only since 1 September 2025. Fees are due within 7 days of the emailed invoice or the application is voided. Casa Conejo is the exception. Two houses on opposite sides of Jenny Drive or Borchard Road answer to different governments, and a Casa Conejo owner files with the Ventura County Resource Management Agency under county ADU rules. We confirm jurisdiction before a line is drawn.
Pre-approved plans exist for the city side, and the filter that matters in Newbury Park is the WUI tag. Seven of the 17 plans in the Thousand Oaks ADU Plans Gallery carried it as of September 2026. Ten plans are prefabricated units already reviewed for building code, from Abodu, Inspired ADUs, ADORE Homes and Statewide Homes, 340 sq ft to 992 sq ft. Seven are free site-built sets from the SDC Plans Program and HEART of SMC, 400 to 1,000 sq ft, which still go through full plan check. The owner licenses the plan from the designer; a site-specific sheet for placement, emergency access and foundation goes with it. A pre-approved detached unit is decided within 30 days.
No ADU may sit on or cut into a natural slope steeper than 25 percent, and height is measured to a warped plane that follows the ground on Dos Vientos pads and Deer Ridge lots below Old Boney. Every oak inside the city is protected to 5 ft past its dripline and never less than 15 ft from the trunk. The Building Division checklist adds a stamped geotechnical report and the VCFD 610B form, built on a Form 625 fire-flow request to California American Water, purveyor for most of Newbury Park. As of 2026 the city's ADU desk has 15 business days to say whether the application is complete and 60 days from a complete application to decide; silence past 60 days is approval.

What does the fire zone add to an ADU in Newbury Park?

In a High or Very High zone the unit is built to the WUI code, formerly Chapter 7A: Class A roof, ember-resistant vents, enclosed or protected eaves, ignition-resistant siding and tempered or multi-pane glazing, with 100 ft of defensible space. Can I rent out my Newbury Park ADU?

Can my Dos Vientos HOA stop me from building an ADU?
No. An outright ban in the CC&Rs is void under Civil Code 4751, and since 30 June 2025 the association may not attach fees or financial conditions to its approval either. What DV Ranch East, Dos Vientos Ranch West and the tract HOAs keep is reasonable design review: matching materials, colors and roof slope, plus their view and slope easements. That review runs on the association's own calendar and has no bearing on the city's ministerial clock, so the architectural application leaves our office the same week as the TO/24 filing. Casa Conejo, the Borchard and Reino streets and Deer Ridge have no HOA.
