Home Addition Contractor in Newbury Park

Design, Permits & Build · Licensed & Insured · Lic. #1027281

A typical home addition in Newbury Park is a bedroom or primary suite off the back of a 1960s ranch house, and the first question is which government reviews it. Most of Newbury Park is the west end of the City of Thousand Oaks. Casa Conejo is not. It is unincorporated county land surrounded by the city, and the county's Thousand Oaks Area Plan puts Kelly Estates, Ventu Park and part of Lynn Ranch on the county side too. Master Construction checks the parcel first, then designs, permits and builds additions across Newbury Park on either side of that line, family owned since 1994 and licensed and insured under Lic. #1027281.

Why Newbury Park Homeowners Build Additions

Newbury Park was built in two waves. In ZIP 91320, 48 percent of the 15,636 homes date from the 1960s and 70s and about a third from the 1990s and 2000s. The first wave is Casa Conejo and the one-story streets off Borchard, Reino and Wendy; 93.8 percent of Casa Conejo's homes went up between 1960 and 1969. The second wave is Dos Vientos, adopted as Specific Plans 8 and 9 in April 1988, where the Census tract around the community park has a median build year of 2003. Rancho Conejo, Specific Plan No. 7 since December 1983, is zoned RPD with an SP suffix.

Casa Conejo carries the largest households in the area: 3.37 people on average, against 2.63 for the City of Thousand Oaks, with a median age of 35.3. Almost every house there has three or four bedrooms. Across ZIP 91320, 37 percent of households have a member 65 or older, and about 450 residents in that age group are the parent or parent-in-law of the householder. For them the addition is a bedroom and bath at grade.

The jurisdiction line is the constraint nobody sees from the curb. Census geocoding places Casa Conejo outside any city, while points on Kimber Drive and Wendy Drive fall inside Thousand Oaks. County zoning maps Casa Conejo as R1-8,000 sq ft, a county single-family zone, and Kelly Estates, off West Kelly Road, as RE-1 acre with a Scenic Resource Protection overlay adopted in 1992. The same addition faces a 20 ft rear setback on a city lot and 15 ft on a county lot.

Permits, Zoning and Plan Check for a Newbury Park Addition

A Newbury Park home addition on a city lot files with the Thousand Oaks Community Development Department, electronic only through TO/24. A first-floor addition of 1,000 sq ft or less skips design review and goes to plan check. A second story, or a ground-floor wing larger than 1,000 sq ft, needs a Precise Plan of Design first: notice to owners within 150 ft, a sign on the lot for 14 days or more ahead of the Director's decision, and a public hearing if anyone objects in writing. On R-1 lots the height cap is 25 ft, traced along a warped plane that rises and falls with the grade. In R-P-D tracts such as Rancho Conejo, every required parking space is enclosed and each bedroom past two adds 200 sq ft to the open space the lot must keep.

County lots follow a different sequence. The Ventura County Resource Management Agency at 800 S. Victoria Ave in Ventura issues a ministerial Zoning Clearance with no hearing, then the county building permit. County R1, RO and RE zones set a 20 ft front, 5 ft interior side and 15 ft rear setback, with 25 ft of height measured to the averaged midpoint of a pitched roof instead of the ridge. Two covered spaces serve a house of up to four bedrooms; a fifth bedroom brings a third. The county will not issue a Zoning Clearance on a lot with an existing violation, so unpermitted work gets resolved first.

Inside the city every oak regardless of size is protected out to 5 ft past the dripline; only trees up to 2 inches in diameter are exempt. On county land the test is trunk circumference: single-trunk oaks and sycamores from 9.5 inches, multi-trunk oaks from 6.25, and in the Kelly Estates overlay walnut, bay, ash, pine and others join the list. On the fire hazard zones Ventura County Fire adopted for 1 July 2025, single sample points in Dos Vientos and Rancho Conejo returned Very High, while points in Casa Conejo and on Kimber, Wendy and Reino returned no zone; a parcel lookup settles each lot. On a county parcel in a Hazardous Fire Area, the county code applies wildfire rules to additions on pre-2008 houses and asks for vent retrofits on the existing house. As of 2026 the 2025 California Residential Code governs, and the assessor revalues only the added space.

Second Stories, Over-Garage Rooms and Bump-Outs in Newbury Park

Casa Conejo and the Borchard, Reino and Wendy streets were built largely as one-story ranch houses, so a room addition or primary suite usually pushes into the rear yard, as far as the 20 ft city or 15 ft county setback allows. A bump-out pushes a kitchen or bath wall out a few feet. A second story on those one-story streets carries a hearing risk on the city side: if the tract was approved as exclusively single-story, any two-story addition goes to the Planning Commission, and that history gets checked tract by tract. Dos Vientos sits on graded hillside pads, and its specific plan lets the city condition perimeter lots near the open space on low-profile, single-story elevations. An over-garage addition, a bedroom built above the existing garage, keeps the yard and the parking.

Whichever desk reviews it, a second story usually means an engineer reviews the existing footings and walls before the upper floor is drawn, since the residential code sizes footings by the number of stories they carry. Our design-build in Newbury Park group draws a city PPD set or a county Zoning Clearance set, our concrete crew digs and pours new footings, and our own carpenters frame the addition and connect its roof to the old one. On the 1960s streets the electrical panel gets checked against the new load first. Plumbing for a new bath, HVAC extended or a new heat pump, and drywall finish the job on one contract.

For property managers, HOA boards and investors, the jurisdiction answer comes in writing before anything else, since it changes the setbacks and the parking. A Casa Conejo rental that needs a fourth bedroom is sequenced so the tenants keep a working kitchen and bath. The Dos Vientos Specific Plan required a master homeowners association to help enforce its conditions. Where the CC&Rs require approval of a city-side second story, the board's written approval goes in with the PPD application, so the association decides before the city's notice period starts.

Each home addition in Newbury Park is part of our home additions across Ventura County, with the same field crews as our residential construction projects. A unit with its own kitchen and address belongs on our Newbury Park ADU page.

FAQ

Newbury Park Home Additions - FAQ

Who is the best home addition contractor in Newbury Park?

Start with the contractor who asks for your parcel number before your wish list. A Newbury Park lot answers to either the City of Thousand Oaks or Ventura County, and the two apply different setbacks, height measurements, parking rules and tree ordinances to the same addition. On the city side a second story needs a Precise Plan of Design with neighbor notice; on the county side it needs a Zoning Clearance. Master Construction handles design, permits and construction for Newbury Park home additions under Lic. #1027281, family owned since 1994, with our own concrete, framing, electrical and plumbing crews on both tracks.

How much does a home addition cost in Newbury Park?

The addition type comes first: a bump-out, a ground-floor room addition, a second story and a primary suite carry different structure and paperwork. On a 1960s Casa Conejo or Borchard-area house, the electrical panel's capacity can join the scope. Engineering for the existing footings, a city PPD with its notice sign or a county Zoning Clearance, wildfire construction details on a mapped parcel, tree work, school fees when assessable space grows by more than 500 sq ft, and finishes complete the list. Hillside pads in Dos Vientos can add soils and slope work. We price it after we walk the lot, in a written fixed-price scope.

How long does a home addition take in Newbury Park?

It depends on which desk and which path. On a city lot, a ground-floor addition of 1,000 sq ft or less moves directly into plan check. A city-side second story starts with the HOA where one exists, then the PPD: the sign stays up for 14 days or more before the Director rules, and a written objection adds a hearing. A county-side addition gets a ministerial Zoning Clearance without a hearing, then county plan check. Review time varies by desk and season, so we do not promise dates for it. On site, a bump-out is the quickest build and a second story the slowest.

Who issues the permit for a Newbury Park addition?

The City of Thousand Oaks for most addresses, Ventura County for the rest. City-side additions file with the Thousand Oaks Community Development Department through the TO/24 portal: Planning for any Precise Plan of Design, then Building for plan check and site inspections. Casa Conejo, Kelly Estates, Upper Kelly Estates, Ventu Park, Upper Ventu Park and part of Lynn Ranch are unincorporated county land under the County's Thousand Oaks Area Plan. Those parcels get a Zoning Clearance from the Resource Management Agency in Ventura, then a county building permit. We confirm jurisdiction at the first visit.

Can my Newbury Park house take a second story?

Usually, within the rules of whichever government has the lot. City-side, the R-1 height cap is 25 ft on a warped plane over the grade, side yards beside a two-story wall must equal a tenth of the lot width, or 10 ft where that wall has windows, and a tract originally approved as exclusively single-story sends the addition to the Planning Commission. County-side, the limit is also 25 ft but measured to the midpoint of a pitched roof, with a 15 ft rear setback. Either way, an engineer reviews the existing footings and walls before an upper floor goes on.

What changes for an addition in Casa Conejo?

Almost every rule. Casa Conejo is an unincorporated Census Designated Place zoned county R1-8,000 sq ft, so an addition there needs a county Zoning Clearance rather than a Thousand Oaks Precise Plan of Design, and a conforming design gets no neighbor hearing. The rear setback is 15 ft, not 20. Height is measured to the averaged midpoint of a pitched roof. Required parking is covered rather than enclosed, with a third space at five bedrooms. Oaks and sycamores are protected from 9.5 inches of trunk circumference. A lot-coverage cap tied to the Area Plan land-use designation applies, and unpermitted work on the lot must be cleared before the county issues.

Can we live at home while a Newbury Park addition is built?

In most single-story additions, yes. On a Casa Conejo or Reino-area ranch house the new room usually goes on at the back, so the crew works from the yard, closes in the shell, and opens the connecting wall near the end behind sealed plastic. The house keeps a working kitchen and bathroom throughout. A second story on a one-story house removes roof framing over occupied rooms, and moving out for that phase is usually simpler. Bedroom smoke alarms and, where there is gas or an attached garage, carbon monoxide alarms go in across the house as part of the permit.

Does my Dos Vientos HOA have to approve an addition first?

For a second story or a ground-floor addition over 1,000 sq ft, yes. The Thousand Oaks PPD application requires the association's approval to be attached when it is filed, so the board decides before the city starts its notice period. The Dos Vientos Specific Plan required a master homeowners association to help enforce its conditions. Civil Code 4765 requires a written decision, reasons for any denial and a chance at board reconsideration. A smaller ground-floor addition goes to plan check without a PPD, but the CC&Rs still apply. Casa Conejo and the older Borchard and Reino streets typically have no master association.

Should I build an addition or an ADU in Newbury Park?

An addition fits when the family needs the room: another bedroom in a three-bedroom Casa Conejo house, a ground-floor suite for a parent, a larger kitchen. It stays part of the house, permits as an addition, and only the new portion gets a new assessed value, though a fifth bedroom brings a third parking space on either side of the city line. An ADU fits when the space needs its own kitchen and entrance, to house a relative independently or rent on a long lease, and it follows separate ADU rules. Those are on our Newbury Park ADU construction page; we build both.
