Home Addition Contractor in Westlake Village

Design, Permits & Build · Licensed & Insured · Lic. #1027281

An over-garage addition or a ground-floor primary suite is the home addition in Westlake Village that most 1960s and 70s houses end up with, and the homeowners association rules on it before any public agency does. The City will not accept a residential Zoning Clearance until the HOA has signed off, and the building permit after that comes from Los Angeles County, not City Hall. Three approvals, and the County permit issues last. Master Construction has been family owned since 1994 and works licensed and insured under Lic. #1027281. We design, permit and build room additions, second stories and bump-outs across Westlake Village on one contract.

Why Westlake Village Homeowners Build Additions

About 63 percent of Westlake Village's housing went up in the 1960s and 1970s and roughly 20 percent in the 1980s, according to the city's Housing Element. Single-family homes are 88.9 percent of its 3,371 units. R-1 sets a minimum lot of 8,000 sq ft and 65 ft of width, and the tract houses on those lots typically have an attached two-car garage. Lakeshore lots can be as small as 2,700 sq ft and Southshore and Westlake Island lots 4,500 sq ft, and both cap structures at 50 percent of net lot area with zero-lot-line side yards. On those parcels the footprint is often close to its cap already, so new space tends to go up.

Homeowners 65 and older make up nearly 44 percent of owner households, the homeowner vacancy rate was 0.3 percent, and the Housing Element notes that many current owners could not afford to buy their own homes today. The common request is a ground-floor primary suite or a room for a parent moving in. Households average 2.48 people, so the next ask is often a home office or a guest room.

The garage is spoken for. As the parking chapter reads, WVMC 9.19 requires two covered spaces for every house with a bedroom, a private two-car garage must keep a clear 20 by 20 ft interior, and required parking cannot sit in a required front or side yard. Convert the garage and the two enclosed spaces have to be replaced somewhere legal on the lot. An over-garage home addition in Westlake Village keeps both spaces and puts a bedroom or office above them. Before any drawing starts, confirm the parcel is inside city limits: North Ranch, Westlake Hills and Foxmoor use Westlake Village mailing addresses yet belong to Thousand Oaks, and Lake Sherwood is unincorporated Ventura County.

Permits, Zoning and Plan Check for a Westlake Village Addition

Westlake Village has no building department. Building and safety is contracted to Los Angeles County Public Works, whose Calabasas District Office at 27001 Agoura Road, Suite 250, runs plan check and inspections, and County filings have gone through the EPIC-LA portal since April 1, 2024. A Zoning Clearance from the Planning Department at City Hall, 31200 Oak Crest Drive, must be approved before the County issues a permit, and the online residential application asks for proof of HOA approval plus plans that call out exterior materials, colors, windows and doors. As WVMC 9.25.020 is published, an addition over 1,000 sq ft or 50 percent of the existing house, whichever is less, also needs a planned development permit decided by the Planning Commission.

R-1 allows two stories and 35 ft, with a 20 ft front yard, a 25 ft rear yard and side yards of 10 percent of the average lot width, capped at 10 ft. There is no percentage limit on main-building coverage in R-1; the yards set the footprint. RPD tracts share the height limit, and six neighborhoods carry recorded conditions of approval that supersede the code. First Neighborhood allows a zero side yard with 10 ft between houses, and any window within 5 ft of a property line needs its sill at least 7 ft above the floor, which governs where a second story can put glass. Each of those sheets also keeps a 45-degree sight-line cone clear at the driveway, so a front bump-out has to stay outside it.

The design chapter, WVMC 9.15, is written to apply to every Zoning Clearance for exterior work, and the clauses a second story is read against cover neighbor privacy, preserved views and an over-built look from the street. Its solar access rule bars blocking more than 10 percent of a neighbor's collector area. Work affecting an oak over 4 in. in trunk diameter needs a Protected Tree Permit backed by an ISA-certified arborist's report. CAL FIRE's March 2025 maps changed severity zones in the city; on a lot mapped Very High, an addition equal to half the existing floor area or more needs an LA County Fire fuel modification plan. Permits applied for in 2026 follow the 2025 California Residential Code and Energy Code, smoke alarms go in throughout the house to new-home rules, and the assessor revalues only the added space.

Second Stories, Over-Garage Rooms and Bump-Outs in Westlake Village

A second-story addition is permitted by the zoning on most lots and judged by the HOA and the design chapter. Many of these houses sit on slabs, and a footing poured for one story was not necessarily sized for two, so an engineer reviews the existing foundation and shear walls before the floor plan is fixed. On a deep R-1 lot with room to spare in front of the 25 ft rear yard, a single-story room addition off the back, often a primary suite, avoids stairs entirely. A bump-out of a few feet enlarges a kitchen or bath where the side yard has room.

One contract covers the drawing set and every trade behind it. Our design-build in Westlake Village team prepares a single set that the association, the City and the County each review. Our concrete crew pours the new footings, and our own crews frame the walls, tie in the roof and run the electrical, plumbing and HVAC extensions. Our stucco crew matches the original finish in the non-glossy siding the design chapter calls for. We found no septic areas in the city; sewer runs to Las Virgenes Municipal Water District lines, so an added bedroom raises no septic review here.

Property managers, HOA boards and investors bring their own version of the job. For a rental house that needs another bedroom, we schedule around the occupied unit and tell tenants in writing which rooms go offline and when. Boards review first: First Neighborhood has its own property owners association covering more than 300 homes, and many lake and gated communities run architectural committees of their own. Civil Code 4765 requires the decision in writing with reasons for any denial, though it does not override recorded CC&Rs. We prepare the committee package first because the Zoning Clearance waits on it.

Home additions in Westlake Village are part of our home additions across Ventura County work and our residential construction practice. When the goal is a separate unit with its own kitchen and entrance, the comparison lives on our Westlake Village ADU page.

FAQ

Westlake Village Home Additions - FAQ

Who is the best home addition contractor in Westlake Village?

Start with the order of approvals. A Westlake Village addition needs HOA approval before the City's Zoning Clearance, and the Zoning Clearance before the Los Angeles County building permit filed through EPIC-LA, because the city has no building department of its own. A contractor who knows that chain files in sequence and loses no cycles. Then ask who engineers the second story and who signs the fixed-price scope. Master Construction holds Lic. #1027281, is licensed and insured, has been family owned since 1994, and carries the association package, both approvals and the build with our own concrete, electrical, plumbing and stucco crews.

How much does a home addition cost in Westlake Village?

The type and size come first: a bump-out, a ground-floor room addition, an over-garage room and a second story are different jobs. Structure follows. A second story means engineering the existing slab and walls and taking part of the roof off, and the City requires a soils report unless waived. Utilities come next: whether the panel carries the new load, and whether HVAC extends or a new heat pump goes in. A lot mapped Very High may add a fuel modification plan, and over 500 sq ft of new living space brings a school fee. Finishes close the list. We walk the house, then write a fixed-price scope.

How long does a home addition take in Westlake Village?

The approvals come in order, so count them before construction. The HOA's architectural committee reviews on the schedule its governing documents set, and Civil Code 4765 requires those documents to state a maximum response time. The City's Zoning Clearance follows, and the County permit cannot issue until it is approved; in EPIC-LA we book virtual appointments with the plan check engineer to clear corrections. A planned development permit adds a Planning Commission decision. How long County plan check takes varies with workload and the season. On site, a bump-out is the shortest build and a second story the longest, because the roof comes off over part of the house.

Who issues the building permit for a Westlake Village addition?

Los Angeles County Public Works Building and Safety, under contract to the city. Its Calabasas District Office at 27001 Agoura Road, Suite 250, handles plan check and inspections, and applications have gone through the EPIC-LA portal since April 1, 2024; the main line is (818) 880-4150. The City's part is the Zoning Clearance from Planning at City Hall, 31200 Oak Crest Drive, which must be approved before the County permit issues. The City requires your HOA's approval before it accepts that application. Larger additions may also need a planned development permit from the Planning Commission.

Can my Westlake Village house take a second story?

The zoning usually allows it. R-1 and RPD both permit two stories up to 35 ft, though six neighborhoods carry recorded conditions that supersede the general code. The design chapter then asks the second floor to respect neighbors' privacy and views and avoid an over-built look, and First Neighborhood requires window sills at least 7 ft above the floor within 5 ft of a property line. Your HOA reviews massing and height on top of that. The structure is the last test: an engineer checks the existing footings and shear walls, because a slab poured for one story may need strengthening to carry two.

Does the fire hazard map affect a Westlake Village addition?

It can. CAL FIRE's March 2025 maps changed severity zones across Westlake Village, and some neighborhoods now sit in moderate, high or very high zones, so we check your parcel on the state map before design. On a lot in the Very High zone, LA County Fire's Forestry Division requires a fuel modification plan for an addition equal to 50 percent or more of the existing square footage, with a recorded covenant and a landscape inspection. From January 2026 the County plan-checks Very High lots against the 2025 Wildland-Urban Interface Code: Class A roof, ember-resistant vents, ignition-resistant walls and multi-pane glazing with a tempered pane.

Can we live at home during an addition in Westlake Village?

For most ground-floor work, yes. We build a room addition or bump-out behind the existing exterior wall, then open the connection late in the job behind dust barriers, so the kitchen and bedrooms keep working for most of the schedule. An over-garage room mostly affects the garage below, which means parking on the driveway for a stretch. A second story is harder, since part of the roof comes off and the floor below becomes a work zone; many families leave for that phase. The whole-house smoke alarm upgrade also reaches occupied rooms. The schedule names each room's offline dates before you sign.

Does my HOA have to approve a Westlake Village addition first?

Yes. The City's residential Zoning Clearance application requires proof of homeowners association approval, so the board's architectural committee sees the design before Planning does. Civil Code 4765 requires the association to decide in good faith and in writing, explain any denial and offer reconsideration, but it does not override the CC&Rs themselves. Within the City's two-story, 35 ft limit, the association's recorded standards decide massing, height and materials. We draw the committee package to the same sheets the City and County will review, so an approved design does not need redrawing at the next desk.

Should I build an addition or an ADU in Westlake Village?

Build an addition when the space belongs to the household: a primary suite on the ground floor, a parent's bedroom, an office over the garage. It shares the kitchen, keeps the two-car garage the city requires, and only the added value is reassessed. Build an ADU when the goal is a separate unit with its own entry and kitchen, for a relative who wants independence or a long-term tenant. The rules differ, including how the HOA can respond, and they are laid out on our ADU construction in Westlake Village page. We build both and will tell you which fits the lot.
