Design-Build in Fillmore
Design-build services in Fillmore: one contract for design, engineering, permits and construction, priced honestly from the first sketch.

The expensive mistake in construction is finishing a design nobody priced. An architect draws, a year passes, bids come back double the budget, and the drawings get value-engineered into something nobody loves. Design-build exists to prevent exactly that, and in a market like Fillmore, where older houses hide conditions no drawing anticipates, it earns its keep twice. Master Construction offers design-build across Ventura County as a licensed general contractor (Lic. #1027281) based in Ventura, since 1994.
Why Design and Construction Belong in One Contract
Under design-build, the people who will swing the hammers price the drawings while they are still sketches. Every design decision gets a cost consequence attached in real time, so the budget steers the design instead of ambushing it. By the time drawings go to the city, they describe a project that is already priced, buildable and approved by you at that price.
Fillmore's housing stock makes the case sharper. Pre-war structures conceal framing, wiring and past-remodel surprises that turn fixed drawings into change-order factories. A design-builder inspects the actual attic and crawl space during design, feeds what it finds back into the drawings, and prices the risk while it is still cheap to redesign around it.
Accountability simplifies too. When designer and builder are the same firm, a detail that does not work in the field is our problem in both directions. There is no letter from the architect blaming the contractor, and no contractor shrugging at the drawings. One signature owns the outcome.
How the Process Runs, Step by Step
It starts with feasibility: a site visit, a hard look at the structure, and a preliminary budget range before design fees begin. Some ideas die cheaply at this stage, which is a feature. The ones that survive proceed on real numbers.
Design develops in priced rounds, concept, refinement, construction drawings, with a budget check at each gate. Engineering happens in-house or with our long-standing structural partners, and selections, cabinetry, flooring, fixtures, get made from real allowances at our Ventura showroom while drawings mature, so the price stays whole as the design does.
Then permits, and here local knowledge is worth actual weeks. Fillmore approvals move between the Planning side and Building & Safety, whose plan check and inspections run through a contracted outside firm. Anything Planning approves has to appear accurately in the construction set; mismatches between the two are the most common local delay, and catching them before submittal is precisely the kind of coordination a single design-build team exists to do.
Construction inherits the design phase's memory instead of starting from a cold set of drawings. The estimator who priced your project and the supervisor who runs it sit in the same office, so a field question gets answered from the original intent the same day rather than triggering a request-for-information cycle between separate firms. Owners get a weekly update with photos and a decision list, selections arrive on site ahead of their trades because the schedule was built around their lead times, and the punch list at the end is short because the coordination problems got solved on paper months earlier, where fixing them cost conversation instead of demolition.
The result reads simply from the owner's chair: one contract, one schedule, one number that held, and a finished project that looks like the first sketch promised it would.
Projects That Fit Design-Build Best
Additions and whole-house remodels benefit most, anywhere structure, systems and finishes interact and sequencing matters. New homes and ADUs run design-build by default with us. Even ambitious single-room projects qualify when they move walls or services, because those are the projects where a design-only drawing set most often meets an unpriceable surprise.
Commercial clients use the same process for storefront renovations and tenant improvements, where lease deadlines make the price-as-you-design discipline even more valuable. A TI that discovers its budget problem at bid time has usually already lost its opening date.
For HOA boards and property managers, design-build collapses a committee's hardest problem, coordinating a designer, a bidder and a builder across meetings, into one accountable vendor. Boards get drawings, pricing and construction from a single contract they can approve in one motion, with insurance and documentation standard.
The through-line in all of it: nobody ever tells you "that will price out later." Later is where budgets die. Everything prices now, at every step, and you decide with the numbers in front of you.

Fillmore Design-Build - FAQ
What does design-build actually save?
Mostly the redesign loop: the months and fees lost when finished drawings come back overbudget and have to be cut down. Pricing during design also shrinks change orders, because field conditions get investigated before drawings freeze, not after demolition.
Do I give up design quality by skipping a separate architect?
No. You get professional design with a builder's realism attached, and for projects that want a signature architectural voice, we collaborate with outside architects inside the same priced process. The discipline is the point, not the org chart.
What does the design phase cost?
Feasibility and the first budget range are free. Design fees after that scale with project size, are quoted flat up front, and credit toward construction when you build with us. You will never be surprised by a design invoice.
How accurate is the early budget?
The feasibility range is honest but wide. It narrows at every design gate, and by construction drawings it is a fixed price with named allowances. What it never does is start low to win you and grow later; that trick has a short life in a small town.
Can you take over a project that already has drawings?
Yes. We price existing drawings, flag what will not survive contact with your actual house, and either build as drawn or propose adjustments with the cost of each. Owners with overbudget plan sets are how many of our projects begin.
Who deals with the city?
We do, both desks. In Fillmore the permit lives at the city while a contracted firm reviews plans and inspects, and planning conditions must land in the drawings exactly. Managing that alignment is a design-build task by nature, and it is ours.
Does design-build work for HOA and commercial clients?
Well. Boards and owners approve one contract covering design, price and construction, with certificates and board-ready documents standard, and a single vendor accountable at every meeting instead of three pointing at each other.
